Describe the portrayal of the Battle of Little Big Horn in the movie. What happened there? How did the American government, including Senator Dawes react to the news of Bighorn?

I think this is at the beginning of the movie. They are discussing how Indians did horrific things during the battle. The American newspapers call it a massacre of General Custer and 261 men. Dawes knew the Custer and his men just wanted to get to the gold and the Sioux resisted. The President has to decide what to do about the battle and, in the bigger picture, how to deal with the Indians in general.
