Senator Dawes claimed that Custer was under direct orders to force or steer the Indians back toward the reservation. Grant and Sherman, however, believed that Custer was a fool, who impetuously acted on his own. Dawes saw the actions of the Indians as a form of retaliation, unlike Grant, who saw their actions as an act of war
