In this specific quote we find what the government/society views as the ideal and desired sense of indentity, which is an identity without an individual attributes. Babies are cloned and puposely bred for specific traits.... all the same, just like little robots. Thus everyone is the same, everyone is equally happy, and everyone is equally the same. Things are stable, the community is complacent, and identity is shared.
