4. How does “The Voice” succeed in calming the mob?

A Synthetic Music Box is amplified out of which comes a "Voice of Reason." It calms everyone down with a relaxing rendition of the "Synthetic Anti-Riot Speech Number Two". Really it's just a voice repeating "happy and good" over and over again.
