Why does Ismene reject Antigone's plan to bury Polyneices?

Ismene rejects Antigone's plan because she doesn't see it as her place to defy their uncle. Ismene sees their roles as women precariously. She isn't going to disobey, as she has been taught submission. She tells her sister that as women, they are weaker than men, and thus, must obey them.
