Obviously Creon feels he is justified since Polyneices did not fulfill his obligation to the city. However, the Greeks believed that burial was necessary (even if it was a symbolic burial) so that the shade of the dead person could take the path to Hades and enter the world of the dead. He uses his power, but he suggests something that most Greeks would not have supported.
