why is fear the prevalent emotion in this society

Fear of the unknown, fear of non-conformity, and fear of being punished for non-conformity are at the heart of this society. People do what is expected of them because they fear punishment. As well people are conditioned to fear the unknown. Equality dares to break that fear. The men who hold power (council of elders) operate their dystopia on the pretence of fear to control its citizens.
