What makes Equality so attractive to Liberty and vice versa and how does this attraction add to the overall meaning/theme of the work?

Hi so this is my essay question for my English 9 class and I was wondering if anyone could maybe give me a little start up for an essay or explain to me the theme and answer the question. Thanks I would greatly appreciate it.

When working with the Street Sweepers in a road north of the city, Equality 7-2521 sees Liberty 5-3000, a woman from the Home of the Peasants, and he is instantly attracted to her tall, blonde beauty and her fearless, guiltless expression. Liberty is attracted to Equality's individualism and self-discovery. Both of them are counter-culture rebels in a society that demands conformity.

So would you go on and say the theme is love or indivisualism?

I would say the theme here is individualism and they love wach other for that.
