In Chapter 5, What action is Equality 7-2521 considering and what are his true motivations?

In Chapter Five, Equality 7-2521 is stunned because he has created something new by himself. After countless days and failed attempts, he has managed to use the artifacts from the Unmentionable Times to construct a glass box which can harness his previously discovered power of the sky. Whenever he connects wires to the box and closes the current, the wire glows in a circle of light. He is amazed because it shines light without the help of a fire.
