how does this society treat its "elderly" members? Why is this significant?

They send anybody past 40 to homes of the "old ones". Here they are isolated and cut off from society. The Council does not want the past interfering with their ideology. The past is "bad" because people can draw conclusions from it and change the future. The Old Ones must be kept silent.
