How does the reaction of the world council to the narrators presence and occupation show unequal ness among men? If all men are equal , how should the scholars react to the street sweeper?

Theoretically, they should think a street sweeper as equal to them. The council's name implies an otherness or elitism. They are the "World Council" with implicit meanings of superiority and power. They treat Equality with skepticism because of his station in life. Really, their own ideology demands that Equality have just as much right to sit on council as they do.
