Why is boxer so determined to see the new windmill finished?

The windmill was Boxer's most impressive project, and the time was drawing near for him to retire. He wanted to see the results of his labor and then move on to enjoy his retirement. The completion of the windmill was his only goal; the one thing he needed to finish.
