Why does Squealer describe each reduction in the animals’ rations as a “readjustment” rather than a reduction?

"Readjustment" is simply a euphemism for "reduction." “Readjustment” sounds much more preferable to reduction even though it is the same thing. The vernacular allows Squealer to sell whatever Napoleon want to do. Your question is timely considering how language is manipulated in American politics today.
