What I the historical connection to the sheep interrupting Snowball's speech?

The sheep start bleating "Four legs good. Two legs bad." and interrupt Snowball's speech about the windmill because they support Napolean. Napolean is supposed represent Stalin and Snowball represents Trotsky.

The sheep represent those of Stalin’s supporters who took to disrupting Trotsky’s speeches at Party meetings.
