i wonder why dogs on the side of nepoleon?

The dogs in the story are puppies taken by Napoleon. He takes them and basically brainwashes them into attack beasts by the time they are fully grown. We aren't sure if they can talk or not, the just don't talk in the story. Napoleon may have made sure they stayed snarling beasts to serve his own ends.
