How do the rules change as a result of Napoleon's harsh rule?

Napoleon changes the rules to justify his own actions. There isn't one commandment left unbroken by the pigs, and every commandment is ammended to accomodate them. This allows Napoleon to take what he wants, execute whoever he desires, trade and do business with humans, and even to take over the farmer's home. No one else benefits.... he is a tyrant.
