explaining quotes

Hi, how can I explain the effect of these 2 quotes:

“Meanwhile life was hard. The winter was as cold as the last one had been, and food was even shorter. Once again all rations were reduced except those if the pigs and the dogs."

“Rations, reduced in December, were reduced again in February… but the pigs seemed comfortable enough, and in fact were putting on weight if anything”

Both of these quotes reflect the idea that Animal Manor was no utopia. Napoleon has set up a dictatorship with most of the animals suffering hardship so that a select "elite" (pigs, dogs) reaping the rewards.
