Snowball is far more eloquent than Napoleon. He is well-spoken and is able to use his power of language to convince the other animals that he is superior.

Napoleon, on the other hand, instills fear and uses fear and punishment to manipulate rather than words. Napoleon fear tactics and eventual use of execution win out.
