The Animals initially wanted to enjoy the fruits of their labor. Unfortunately they ended up just fearing Napoleon. Farmer Jones was replaced by a scary fascist pig. A similar narrative relates to stealing. At first the animals really want to make this animal utopia work. Later in the book Napoleon's fascist leadership puts fear in the hearts of the animals, which prevents them from stealing.
