When Wilde describes a character as a "dandy" does he mean that they are gay, or is it merely a description of a certain type of male behavior, with no sexual overtones?

The second of your definitions is the more accurate. While the term could well describe someone with gay tendencies, it does not preclude a straight male who merely has effeminate behaviors and habits.
