Why was Luke sneaking into the neighbor's house?

Luke spends a lot of time looking out at the world through the air vents in his home's attic. One day, he sees the face of another child, who seems to be hidden in the house next door. Thrilled, he sneaks out of his house and breaks into his neighbors home where he meets another third child like himself. Her name is Jen Talbot.
