Willie's understands virtue?

In my opinion, Willie understands virtue, but he chooses the ends rather than the means. As a politician, Willie wants to do what is best for the people..... his lack of virtue can be found in the fact that in order to do good...... he is more than willing to use any means possible to achieve his goal.
