How does Miller make this moment such a distressing one in the play?

This question has to be answered from the dialogue

"Chris: (in a broken whisper) Then... you did it?"

till

"Chris: You were afraid maybe! God in heaven, what kind of a man are you? Kids were hanging in the air by those heads. You knew that!"

This moment is so poignant because Chris not only loved his father, he believed in him. Everything he thought he knew about his father became a lie, and his faith is destroyed.
