 explain the title of the play!!

Joe Keller has his own sons but it isn't until near the end of the play that the significance of the title is made. Joe reads a letter from his son who died in WW2. Joe Keller had caused the death of 21 pilots by sending faulty air plane paets. Keller realizes the dead pilots were all his sons, "Sure, he was my son. But I think to him (Larry) they were all my sons. And I guess they were, I guess they were."
