Clarles Wallace says they can't make decisions based on fear. Do you agree? Why?

Fear can be unreasonable or based on a number of illogical ideas such as superstitions, stereotypes, or irrational thinking. Decisions, at least theoretically, should be based on logic and factual information; fear keeps people from doing things they might otherwise enjoy because they are not thinking clearly.
