According to the priest, why do wars continue?

Wars continue because there are two types of men, those who want to go to war and those who would prefer not to. War seems to be controlled by those whe want to go to war and both Henry and the priest note that war seems hopeless. The priest says he goes on hoping that wars will stop, but he is not always sure that they will.
