Don’t all efforts at criminal reform aim at changing the criminal’s nature?

In my opinion, yes, the object of reform is to institute a positive change that will eventually allow the criminal to rejoin society in a non-threatening manner. None-the-less jails are filled with repeat offenders..... so the real question would be, how effective are the treatments prescribed for inducing a behavioral change that will leave the prisoners viable citizens?
