three people meet at the pawn brokers why were they there

Stave please? I believe the three people were there to pawn belongings stolen from Scrooge's home. But I need to re-check this answer before officially giving it to you. The only mention I see of a pawn shop is in regard to Peter in Stave III. This, I really need to review the answer.
