Why does Eurasia start off as as the enemy of Oceania and then it changes to Eastasia?

The Inner party likes changing enemies around. They need a perpetual enemy to keep control of the people. Switching enemies at will affords them the flexibility of creating different mandates. It also helps them keep tabs of anybody that might not be suitably brainwashed. Anybody that questions a new enemy is seen as a thought criminal.
