Standard time is actually used in Britain as well as the US. In 1984, military time gives ther novel a much more official feel.

"It was a bright cold day in April, and the clocks were striking thirteen."

The military time gives it the 24 hour feel, the feeling you might have if you were being watched 24/7.

Because the concept of military time replacing 'standard' time, gives the setting a futuristc feel.
