Why do they keep the speech about Comrade Withers?

In 1984 chapter 4 (page 44) why are they asked to change the speech? Why not just get rid of it all together?

Changing the name in the records makes it far easier than removing the record. Withers disappears, and the fictional Ogilvy will inherit his deeds.
