Why are the three superpowers always at war according to the Brotherhood handbook?

I think that we need to understand that consolidation of power keeps a state "strong". Nations benefit from war, even perpetual war, by demanding a submissive society. The collective acceptance of war meant an acceptance of the powers that wage war.
