The two central goals of the Inner party (the rich party) are two impose an orthodox reality and to make heretical thought absolutely impossible.
“In the end we shall make thoughtcrime literally impossible,” explains the Newspeak engineer, “because there will be no words in which to express it” (55).
"Thoughtcrime" is heretical thought.
