Technically, yes, Winston commits treason, although he is arrested and tortured for commiting "thought crime." Mr. Charrington turns Winston in for renting an apartment, indulging in a physical affair, and he has actually given Winston the journal in which he writes. Unfortunately, his purpose was to catch Winston, as he was a member of the thought police.
