What does it mean by the doublethink: "Who controls the past controls the future. Who controls the present controls the past."

Doublethink is essentially reality control. The power to hold two completely contradictory beliefs in one's mind simultaneously, and accept both of them. The above quote actually makes sense. Controlling reality, consider the concept of "fake news" today, is done simply by manipulating information from past and present. Poor education and ignorance of the masses allows, "fake news" to proliferate.
