The first place they actually meet and talk to each other is under a telescreen in a hallway. Julia is in a cast and she "falls" As Winston helps her up she slips a note in his hand. They exchange a few words and go on their way. I suppose making the encounter look obvious under a telescreen makes for a good cover. I think you might be referring to the time they meet in the city square.
