How does O’Brien shift the blame for Winston’s condition onto Winston?

O'Brien says that Winston has been mentally ill for a very long time. He believes in a humanity that is dead. Despite the Party's best efforts in "educating" the population, Winston continues with his delusions that humanity and reality exist outside of the party's control.
