Describe the government of Oceania

The state is actually a fascist dystopia. Big Brother is the figurehead but it is unlikely that he actually exists.Oceania is controlled by a small group of men called the Inner Party. O'Brien seems to be high up in the Inner Party. They rule through fear, manpulation, and thought control.
