The capacitor and the inductor must be connected in parallel to get more current at low frequencies. If they are connected in series then the circuit breaks up by the capacitor and hence no current flows through the circuit. But, if they are connected in parallel then the current takes the path thought the inductor because it offers very low reactance and thus the generator can supply more current at low frequencies.
