We know that there is a difference in air pressure between the air outside the weather glass and the air inside. When a low pressure system approaches then the atmospheric pressure drops and as a result the water level in the neck of the weather glass rises (the interior air molecules are moving faster than the air molecules outside and they push the water out of the tube).
