The $CH_3$ is connected to a carbon which is double bonded to an Oxygen and connected to the next carbon. The next carbon is also double bonded to a oxygen and single bonded to another oxygen. The single bonded oxygen is connected to a hydrogen.
The condensed formula is $CH_3COCOOH$. The first carbon is connected to 3 hydrogens and second carbon. Since there is an O next to C, the second carbon is double bonded to an oxygen and single bonded to the third carbon. The third carbon is double bonded to an oxygen and single bonded to another oxygen which is single bonded to a H. All the oxygens have two lone pairs of electrons around them.
