What is Feste implaying when he sees Toby and Andrew and mentions the picture "We Three"?

I'm not understanding this question and need futher explaintion in Act 2 scene 3 of Twelfth Night by Shakespeare

Feste is making an allusion to the famous painting "We Three" which portrays two fools, making the viewer the third. In this case, he infers that he, Sir Tody, and Andrew are all fools.
