Why does Mrs. Hale have a much more positive attitude towards Mrs. Wright than Mrs. Peters?

Mrs. Hale knew Mrs. Wright in her youth.... the girl she was before marriage. She feels sorry for Minnie and wishes she had paid more attention to her, wishes that she had seen her sadness and reached out to her.
