Why Atticus say " cheatin' a colored man is ten times worse than cheat in' a white man"?

Atticus sees the way Tom Rbinson is treated because of his race and his being treated badly because of that race. Cheating anyone is horrible; cheating someone against whom one is proejdiced is violation of the most powerful mandate all Americans are to live by which is "all men are created equal."
