why is jerome so critical of weather forecasts?

George, and their mood grows worse when they learn that the day’s weather forecast is poor. J. digresses to complain about how often weather forecasts are inaccurate. He also concocts a hypothetical story about staying inside when the forecasts predict rain and missing a beautiful day, and then believing the forecast of sun the next day, but ending up wet.

Because according to him weather forecast is just a fraud or just a thing of time waste .As he had earlier also experienced when weather forecast ruined his trip he was going on a journey but on seeing the weather forecast he cancelled it because it showed thunderstorms,etc .But that day was a sunny and bright day so according to him its just a waste.
