“Weather is a thing that one can never understand and a barometer is useless”. Who says this and in what context?

Jerome talks about the weather being very unreliable. He explains that every time they listen to the weather report the experience the near opposite. 

The weather is a thing that is beyond me altogether. I never can understand it. The barometer is useless: it is as misleading as the newspaper forecast.
