what are unique characteristics of seagulls?

This story is complex, so it would be easier to answer this question if there was a little more context. That being said, in this story seagulls represent the characteristics of a rogue, free spirit that cannot be simply contained by their surroundings. They occupy land, sea, and air--none of which can offer them a single "home."
