He suggests they are savages although he say that he is one himself. This foreshadows the whole man hunt later.

We're apprised early in the story of the fact that Zaroff was once a Russian cossack............ he was of noble birth, served in the Russian cavalry, and that he grew up believing himself to be superior because of his position.........

Later, we find that he is just as cruel as we would believe him to be abd ruthless as well. His feeling of superiority is just as strong off the battlefield as on, and he will do anything to win the game.
