Purpose of calling Connor a red-faced Irishmen?

Worse than this, the woman lived in a bawdyhouse downtown, with a coarse, red-faced Irishman named Connor, who was the boss of the loading-gang outside, and would make free with the girls as they went to and from their work.

"Red-Faced", especially when used to describe the Irish, generally means intoxicated. You might see this as politically incorrect, and you would be right. The text alludes to the fact that Connor is an alcoholic, thus, it is a character description.
