This is a reference Eliot to the character of Mr. Kurtz in Heart of Darkness. starts off saying “We are the hollow men, we are the stuffed men” which is a direct quote from Joseph Conrad's novella “Heart of Darkness”. In that reading Mr. Kurtz is described by Marlow as being materialistic with no restraint.
